Measure potential breakage from making touchstart events during fling non-blocking

To determine if we can make touchstart events during fling non-blocking, we need to measure the breakage this would cause.

We should add an UMA measuring how often touchstart events during fling are preventDefaulted().

Should we land a metric measuring potential breakage before landing this behind a finch trial, or just land this behind a finch trial and measure real breakage for a small subset of users?
