Top-row keys have no effect in Netflix full-screen when open-as-window

Project Member Reported by michae...@chromium.org, Apr 6 2016

Issue description

Version: 50.0.2661.57
OS: Chrome

What steps will reproduce the problem?
(1) find Netflix in the app launcher
(2) right-click, choose Open as window
(3) open Netflix
(4) start an instant video
(5) click the bottom-right button to expand the video to fullscreen
(6) try any of the top row keys, e.g. volume up/down

Expected: keys work normally.

Actual: keys have no effect whatsoever.

I suspect the app is intercepting those keys for some reason, but afakhry@, can you take a look?

The vol/brightness keys are system keys. The Netflix window is set to be able to consume system keys, hence the accelerator can't be processed here in [1].

Then, since it's a full screen window, the accelerator will not be processed at all. here [2].

Ok. This sounds like a wontfix then from our side. The netflix app should be better behaved.
