Regression: Unnecessary grey highlight is seen on email id text while the focus is on ‘Cancel’ button.

Issue description

Chrome Version:51.0.2701.0 (Official Build) (64-bit) 5d32c4d7ac9cd3e4a45a5cc1fc547103b66816c7-refs/heads/master@{#385337}
OS: Windows, Mac, Linux

What steps will reproduce the problem?
1) Launch chrome, go to chrome://settings, click on Sign in to chrome button.
2) Enter any text/ Email id and press ‘tab’ till the focus reaches ‘Cancel’ button 
3) Observe the Email id text .

Actual: Unnecessary grey highlight is seen on email id text while the focus is on ‘Cancel’ button.
Expected: Focus should be on ‘Cancel button only and text should not get grey highlight.

This is regression issue,broken in ‘M 51’ and below is narrow bisect:

Suspecting: r379986 ?

+msarda since I no longer work on Identity. I imagine this will be obsolete once the flows are moved to native UI.

This still seems like a valid bug (able to reproduce on M58 stable), but is low priority.
