Chrome Version: 51.0.2701.0 (Official Build) 5d32c4d7ac9cd3e4a45a5cc1fc547103b66816c7-refs/heads/master@{#385337} 64 bit
OS: Mac

Steps:
1. Launch chrome, go to NTP and open dev-tool window.
2. Toggle device toolbar and select capture screenshot from 'More options' menu(Downloads bar appears at the bottom of the page).
3. Click on 'SHOW ALL' (chrome://downloads page opens).
4. Now navigate to chrome://downloads on other tab, press Tab key and observe the Focus ring.

Actual: Focus ring appears yellow in colour after step 4.

Expected: Focus ring should not appears yellow in colour i.e it should appear blue in colour.

This is a non-regression issue seen from M-51, build no-51.0.2695.1

Note:
This is a new feature introduce in M-51, build no-51.0.2695.1
This is Mac OS specific issue not seen on other OS like Windows and Linux.
