Please reclaim the existing 2 32-bit Linux bots on chromium.linux

Issue description

Hi, 

See  bug 600903  for more of the context, but I'd like to re-image build12-m1 and vm871-m1 with the standard 64-bit Linux image, so that we can switch to doing 32-bit builds against the 32-bit sysroot the way we want developers to be doing them.

I do not particularly care if we re-image these in place or replace them with new machines. 

They can also be either Precise or Trusty.

Whatever is easiest for labs folks. These two machines can also be offline for some period of time if need be.

How about we reclaim these and replace them with gce based vm's?

Actually, we now have spare bots lying around from turning off the oilpan builders, so we can just shut these off and reclaim them.

I need to rotate the builders onto the other machines first, so let me re-assign this to me for now and I'll assign this back to you when they're good to be reclaimed.

I'll file another ticket for the other oilpan bots to be reclaimed once I'm done grabbing the ones I need.

This moves all of the remaining 32-bit linux builders onto 64-bit machines.

The last phase of cleaning up the Linux 32 configs is to replace
the builders and testers with normal 64-bit machines; we no
longer wish to support the weird '64-bit kernel with 32-bit userspace'
configs that we had before.

The waterfall bots are repurposed valgrind machines. The tryservers
are moved into the existing optional pool of machines, since they
won't be used often.
