Issue description

Last 2 builds have failed:

The failures seem to be different and are on different DUTS:

build 1906 fails due to chromeos4-row11-rack8-host11 is offline. Now it's back.

Failed dut in build 1906 chromeos4-row8-rack12-host13 is offline too, will file a bug to fix it.
