Top of input boxes missing when using fractional dpi

Running at 1.5x DPI on Windows 10.

The top of some input box borders appears to have gone missing.

Confirmed that it doesn't happen with --force-device-scale-factor=1.

Some kind of subpixel issue...?

It could be the left side of the box also.
