[Media Router] Dialog sometimes jumpy.

Issue description

On less powerful(?) machines, the MR dialog sometimes shows jumpy behavior when resizing or on open.

Can repro on official builds:
- mba: 1.7GHz Intel Core i5 // 4 GB Ram
- windows (need info)

Cannot repro on official builds:
- mbp: 2.2 GHz Intel Core i7 // 16 GB RAM <-- can repro on Debug build
- mp: 2.7 GHz Intel Xeon E5 // 64 GB RAM

Just a note that this is a noticeable regression. On the machine that shows the issue (a 2011 mba) you can run an older Chrome version and not see this problem.
What version(s) are you referring to when you say "older"?
Doesn't repro on 
Chrome 49.0.2623.112 + MR 5016.125.0.5 and older

Does repro on 
Chrome 50.0.2661.102 + MR 5016.307.0.4 and newer

Sorry dbbrooks@ the video is all-white for me (there's nothing in it).  Does it work for you?
It's all white for me too in the crbug player. But when I download it and play it it works.
It's a bit hard to tell.  Are you referring to the brief flash that appears higher on the screen (over the tab strip) before it renders below the tab strip?
Yea, that sounds like an accurate description. Maybe the quality of the video is poor. I can make another one, or when you're near my desk, maybe you could drop by and I can show you?

Won't fix this since we plan to move to native UI and fixing it here wouldn't be worth our time.
