[Media Router] Media Router toolbar action is rendered blurry in overflow

Version: 51.0.2700.0
OS: Mac OS X 10.11

What steps will reproduce the problem?
(1) Enable media router with --media-router=1
(2) Enable toolbar action by installing Cast extension
(3) Drag toolbar action to overflow

What is the expected output?
Icon is rendered correctly

What do you see instead?
Icon is rendered "blurry" - see screenshot

@bettes - please tell us what Mac and what resolution so we can repro.

Few notes:

To repro, you'll need to also set "Material design in the browser's top chrome" with the top-chrome-md flag as either "Material" or "Material Hybrid".

Re: (3) The icon doesn't need to be in overflow to repro.

The icon is blurred because it appears to be drawn twice and slightly offset. On mouseover, the icon appears fine.
