Delay Graph animation on Data Saver extension bubble

(On Chrome Stable v49 and Canary)

1. Extension bubble should not bounce after opening. See attached video. 
2. Can we delay the graph animation to open 500ms after the extension bubble has opened?

I suspect there's a cleaner way to fix this problem than delaying the animation but I need to first determine what exactly is happening in the code.
