Flicker on YouTube videos on external display

Reported by samrust...@gmail.com, Apr 5 2016

have tested this issue:
Safari: Bug not present (Version 9.1 (11601.5.17.1) Mac)

What steps will reproduce the problem?
(1) Watch YouTube video on external display

What is the expected result?
No flicker

What happens instead?
Random bright flickers while playing the video, there doesn't seem to be any pattern to when they happen and rewinding to the same moment does not create the flicker again. It works fine in Safari and also works fine when viewing the video on the Macbook display instead of the external display.

Here is a screencast of it happening: https://www.youtube.com/watch?v=oxwesoBAZ6Q&feature=youtu.be

Update:

The issue is also occurring on the primary Macbook's display, but instead of a bright flash as shown in the video, it's dark flash. Furthermore, it seems the issue is easily repeatable by hovering over the video to make it show the playback controls. Note that it still doesn't happen every time you show the playback controls, but pretty often. This doesn't happen in Safari.

This is also happening with Facebook video, when moving the mouse to the video to show the controls, a weird flicker. All flags are at their default values.

Disabling "Hardware-accelerated video decode" fixes the issue.
Status: WontFix (was: Unconfirmed)
random issue, I can't repro on my windows or mac machine. Since disable H/W decoding fix it, I can image it is h/w issue related to graphic card. There isn't anything we can do then.
