Developer tools device mode doesn't interpret CSS max-width query correctly

Reported by madis.ee...@gmail.com, Apr 5 2016

Issue description

Chrome Version : 49.0.2623.110
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
URLs (if applicable) : localhost
Other browsers tested:
Add OK or FAIL after other browsers where you have tested this issue:
  Chrome Canari 51: FAIL
  Firefox 40.0.3: OK

What steps will reproduce the problem?
1. Set a different background-color under @media (max-width: 768px)
(see attachment)

What is the expected result?
Device mode that is set to an iPad mode should show a green background.

What happens instead of that?
It shows a blue background.

Please provide any additional information below. Attach a screenshot if
possible.

Seems that iPad mode has a viewport equal to 769px, however, it should be 768px.

UserAgentString: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.110 Safari/537.36

On the close inspection, the layout width in this case turned out to be 769px. Thus the media query doesn't work. Seems to be another manifestation of the rounding error.
Seems that it is working properly now :)
