chrome.pageAction.hide should hide icon instead of graying it out

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.110 Safari/537.36

Steps to reproduce the problem:
1. Enable page action in manifest file
2. chrome.pageAction.show(tabId) only for chrome://extensions page
3. chrome.pageAction.hide for all other pages but instead of hiding the icon, it is grayed out. 

What is the expected behavior?
The icon should be hidden when not active for the current page. Graying it out makes its presence useless and annoying in the tool bar/ menu (inside hamburger icon).

What went wrong?
we are trying to build a parental control extension which filters the user's web requests. If the chrome.pageAction.hide event does not hide the extension, the child is able to remove it from chrome thus cancelling its purpose. 

We have received many complaints from our users regarding the same issue and we are unable to help them monitor the child's usage as the child can easily remove the extension. 

Please note the chrome://extension page is blocked so the only way for the child to remove the extension is right click on icon and "Remove from chrome.."

Please revert back the change where it was actually possible to hide the icon instead of just graying it out. In that way, the child would not be able to remove the extension and the parent would be able to monitor the child's activities also protect the child from wrongful things on the Internet.

1. Please make the hide part optional at least
2. Or make the "Remove from chrome.." accessible using some API
