Regression: Unwanted cursor is seen in Email textbox of Sign in overlay.

Issue description

Version: 51.0.2700.1 29192fb9454d5c28ff55bfacf294c14f30177ccd-refs/branch-heads/2700@{#1} (32/64-bit)
OS: All (Win 7-Aero enabled)

Precondition: Enable 'new gaia password-separated sign in flow' flag from chrome://flags.

What steps will reproduce the problem?
1) Launch chrome, click on avatar icon in top R.H.S and select 'Sign in to chrome' option (Sign in overlay opens).
2) Again click on avatar icon, select 'Sign in to chrome' option and observe the 'Email' textbox in Sign in overlay.

Unwanted cursor is seen in Email textbox.
Unwanted cursor should not be seen in Email textbox as focus is on avatar bubble. 

This is a Regression issue broken in M-51, below is the bisect info

Not a release blocker but the bug here is that the bubble should close when the sign in flow opens.
