There seem to be subsequent unexplained recoveries and regressions on a number of GPU bots in the same range (5X, win7-gpu-nvidia, etc) that I'm tempted to say let's just live with this for now.

This patch caused a big improvement in CPU performance that I think we can live with a small net regression in GPU perf.
