What steps will reproduce the problem?
1. Launch chrome and navigate to above url and add sticky notes app from chrome web store.
2. Now click on 'open settings' icon,go to 'options' and click on speech to text language drop down list.(Click on changelog button and again click options button if unable to open drop down list).
3. Now scroll down the page and place highlight on 'Korean' language and scroll the page up and down with arrow keys,observe

Actual: Weird flickering of background page is seen after pressing arrow keys (Up/down)
Expected: Weird flickering of background page should not be seen after pressing arrow keys (Up/down)

This is a regression issue broken in 'M-50' and below is the manual regression and Narrow bisect info :
