Issue descriptionChrome Version : 51.0.2700.0 (Official Build) OS Version : Ubuntu 14.04 What steps will reproduce the problem? (1)Launch chrome and open devtools on any page. (2)Toggle device toolbar on and click on the 3 dot menu > capture screenshot(Downloads bar appears at the bottom of the page). (3)Click on 'SHOW ALL' to open the downloads page, close the devtools. (4)Now try to clear the list by clicking on 'CLEAR ALL' button and observe. What is the expected result? List of downloads should be cleared on clicking the clear all button. What happens instead? Unable to delete an item from the list of downloads.After step-3 the downloads page is unresponsive. This is a regression issue broken in M-51.

Unable to repro this issue on Windows 7, MAC (10.11.4) & Ubuntu Trusty (14.04) for Google Chrome Dev Version - 51.0.2704.19 and Chrome Canary Version - 52.0.2712.0 Screen-recording is attached. @radhakrishnamurthy.talluri: Could you please re-test the same on the above mentioned Chrome Versions and let us know your observations. Removing the RB-Stable label meanwhile, please add it back if it is required. Thank you.

I have re-tested the issue on the above mentioned chrome versions, I am unable to reproduce the issue through the repro steps that were mentioned above. However, I am able to repro the issue by the following steps: (1)Launch chrome and open devtools on any page. (2)Toggle device toolbar on and click on the 3 dot menu > capture screenshot(Downloads bar appears at the bottom of the page). (3)Type "chrome://downloads" in the omnibox and hit enter and close the devtools. (4)Now try to clear the list by clicking on 'CLEAR ALL' button in downloads page and observe. By these steps I am able to reproduce the issue on both Chrome Dev Version - 51.0.2704.19 and Chrome Version - 52.0.2712.0 on Linux. Video is attached, please refer to it.

Still able to reproduce the issue on latest Chrome beta(51.0.2704.29),Dev(52.0.2716.0) and Canary channel.
