consider reland gdb-index change

In  issue 591401  change https://codereview.chromium.org/1762873002/ was reverted. The true culprit was growth of symbols past 4GB on 32 bit binaries plus toolchain bugs as tracked in issue 595763 and  issue 599633 . You can consider relanding your change.

gdb-index has landed a few months ago as an optional gn flag to be set by developer.

The 4GB on 32bit, and emacs gdb integration prevented this from being the default.
