Missing horizontal scroll bar / stuck scroll bar

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.110 Safari/537.36

Steps to reproduce the problem:
1. Sorry my URL you need an account (it's free) it's just of the example sites I use. Go to URL & login. (See screen shots)
2. The other site in the screen shots you have to be logged in as well but you will notice the issue in the screen shots. 

What is the expected behavior?
Scroll bar should be visible or move

What went wrong?
I have noticed this issue on more than one site that I use on a regular basis. The issue is any webpage scroll bars (standard windows chrome scroll bars work fine) either are missing or simply do not work and fail to scroll the content. I have attached 4 screen shots from sites I use on a regular basis. On the windows 7 screen shots, everything works perfect same apps. On Windows 10 with same setup, this is when the issue occurs. I also have this same issue on another machine that is running windows 8.1. The only machine that seems to work fine, is the win 7 machine 64 bit. 

On the sample screen shots, notice the scroll bars are completely missing on one of the shots on the 10 machine, however the mousewheel will still scroll the window. On the other windows 10 screen shot where it shows the scroll bar, it's stuck and doesn't move at all no matter how many times you click on it. 

Things I have tried:

Clearing Cache & Cookies
Incognito mode
Reinstall Chrome
Disable all extensions & add-ons
Safe Mode
Compatibility Modes 
Disable Hardware Acceleration
Contact the developer of the site (they have no idea why)
Searched many places online

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? No 

Does this work in other browsers? Yes 

Chrome version: 49.0.2623.110  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0

Based on the screenshots, it seems like that the site is using an overflow:hidden DIV to create a custom scrollable area and they implement their own scrollbars too!

For example, in the broken page screenshot I see 'overflow:hidden' which disables builtin scrollbars:
  <div class='touchScrollPanel' style='overflow:hidden'>
    <div class='scrollbarY'></div>
  </div> 

And they are adding a DIV that acts like a scrollbar.

In contrast for Win7 that is working, I see that their markup has "overflow:auto" which means Chrome builtin scrollbars are used which are working as expected.


So somehow, the web developer is using their own buggy custom scrollbars on Windows 8 & 10 which is broken. This does not seem to be a chrome bug.

You can test this by changing the <div class='touchScrollPanel'></div> to have "overflow:auto" in devtools. I suspect this may fix the issue. Unfortunately that mysms page is not opening for me so I cannot test it myself.
