Copying URL from address bar does not work

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2699.0 Safari/537.36

Steps to reproduce the problem:
1. Select URL in address bar with mouse or Cmd+L
2. Copy with Cmd+C or context menu > Copy

What is the expected behavior?
The URL that was just copied should be on the system pasteboard. Cmd+V should paste it into Chrome or other applications.

What went wrong?
The URL is not copied to the pasteboard. Attempting to paste into the address bar after (2) results in the previous pasteboard's contents being pasted in. Other applications do not paste the URL either.

Did this work before? Yes In the canary that I was using last week

Chrome version: 51.0.2699.0  Channel: canary
OS Version: OS X 10.11.4
Flash Version: Shockwave Flash 21.0 r0

Cut (Cmd+X) does not work either

It's worth noting that this is channel specific. A restart didn't make the issue go away on my machine, and I checked against updated Chrome stable and Chromium. Using the mouse and clicking the option in the context menu, nor from the external `File > Edit > Copy` interface, to copy and/or cut didn't work either.
