Allow user to 'mute' domains from the Physical Web ListView

Issue description

The request is to provide a UX in the Physical Web Listview that would allow a user to dismiss a single entry. If they do this, that domain would no longer show again.

This would be recorded in Chrome's Site Settings page which is used for other preferences attached to domains. This would allow us to build on top of their existing page/UX. It would only be used if a user wanted to find a domain they had previously muted and 'unmute' it.

This information would only be used client side for now. This means the beacon would be detected and the PWS would still return meta data for the site. The client would just check this list before displaying. Longer term, we could upload this information (anonymously) and use it as a ranking signal for the PWS.

This is being discussed in a team deep dive and the updated UX mocks will be linked to here.

Closing this.  It's unlikely to be forgotten and we have no immediate plans to work on it within Chrome.  I don't want to signal otherwise.
