wheel & mousewheel event handlers don't work together

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.110 Safari/537.36 Steps to reproduce the problem: 1. Open http://jsbin.com/vifego/edit?html,css,js,output 2. Scroll the page 3. What is the expected behavior? Both counters should increase. What went wrong? Only the first counter increases. If you comment out the first event handler (the `wheel` one) & scroll the page the second counter increases. Did this work before? N/A Chrome version: 51.0.2699.0 Channel: canary OS Version: OS X 10.11.4 Flash Version: Shockwave Flash 21.0 r0 Safari 9.1 & Edge 13 behave in the same way. IE 11 doesn't exhibit the issue.

FireFox and Edge do exactly the same thing. This is to prevent a double registration firing problem. If you want you can mix them on different targets but not on the same target. ie; if you move one to be a window.addEventListener instead of a document.addEventListener it will work.
