Infra should dogfood Polygerrit to really work through pain points and make it awesome to use before Chromium at large comes over.

This is a tracking bug to keep track of the things blocking that dogfood migration.

Marking this as blocked on migrating our core repos (build, build_internal(_limited), and depot_tools) off of SVN and to Git, but that blocker could be removed by team consensus.
