WebglConformance.deqp_functional_gles3_shaderprecision failing on Linux Release AMD

This CL removes a global suppression for the test but it seems it is still failing on AMD on Linux.https://chromium.googlesource.com/chromium/src/+/a6760c927e33c5f831f020da7d6fd3a065c6923b%5E%21/#F0

We should add an AMD Linux specific suppression and investigate the cause of the failure.
