Migrate build_internal to Git

build_internal/ is one of the main chrome infra repos with frequent commits.

It is currently on SVN: https://uberchromegw.corp.google.com/viewvc/chrome-internal/trunk/tools/build/

The git mirror should become the golden source of truth: https://chrome-internal.googlesource.com/chrome/tools/build
