some JPGs are cropped in Chrome, not in other browsers or desktop viewers

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.110 Safari/537.36

Steps to reproduce the problem:
1. View both attached images in Chrome 
2. Note that one shows taller, even thou both are 120 pixels height

What is the expected behavior?
Both should display with 120 pixels height.

What went wrong?
One of them is displayed cropped (cropped.jpg) with a smaller height.

Did this work before? N/A 

Chrome version: 49.0.2623.110  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0

Both images show OK in other browsers tried and the windows 10 desktop image viewer.
Both images were produced by calling canvas.toDataURL on a canvas of 160x120. Image file properties do show that size on both, but Chrome displays it only up to a certain height.
I can reproduce the issue consistently. One in 20 or so images show this issue, and the smaller height is always the same as in this sample.

Note: to easily reproduce, right click on each attached image, and do "open link in new tab", then compare both tabs. They show the same size in crbug preview because this page is forcing a certain size on both.

more info: if I edit one such cropped image, and re-save it using an image editor, chrome does show the correct size. Thus I assume toDataUrl(jpg) is not saving in the expected format. However, given that other browsers/viewers can recover from that, I assume Chrome would also want to recover from such image issues.

note that this webpage does show the attached JPG correctly in the thumbnail (because it transforms it server-side with &thumb=1) so to view thew issue, click on the first image. The full image will be missing the bottom part.

I confirm that the image in question is indeed corrupted. So this issue is just about better recovery from that corruption.
