use-new-media-cache feature breaks media.tough_video_cases

This test fails almost every time, hanging until it reaches timeout. I tried removing some arguments that are appended when the browser starts, and I noticed that when I remove "--enable-features=use-new-media-cache", the test works fine.
I checked it on both Win 7 and Mac OS 10.9.5
