Issue description
Chrome Version : 50 (beta)

Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
Safari:
Firefox:

What steps will reproduce the problem?
(1) From a background script in an extension, call chrome.tabCapture.capture and assign the stream to a video tag.
What is the expected result?
The video tag in the background page should stream the entire tab being captured.
What happens instead?
The entire tab being captured is having a flickering effect. Works fine in v49 and below, but doesn't work in the beta version of chrome, which is at 50 today.

Hey, Here is a watered down version of my extension. Once you add to chrome, just click on the icon and it will run chrome.tabCapture.capture in background. You will notice that any websites in your tab will start flickering as you start scrolling around and changing pages. You can try https://www.appkat.com, which definitely has this problem. I would send you a link to my extension directly but that requires you to have an AppKat account to really use it. Nick

Unable to repro this issue on Windows 7 & MAC (10.11.4) for Google Chrome Stable/Beta Versions - 50.0.2661.75 Screen-recording is attached. @nick: Could you please perform the steps mentioned beneath and let us know your observations. 1. Update your Google Chrome to Latest Stable/Beta Version - 50.0.2661.75 2. Re-test the same on a clean profile [chrome://settings -> Add Person] Thank you.
