WebRTC not compatible with Blackmagic Design Decklink SDI 4K I/O cards

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.110 Safari/537.36

Steps to reproduce the problem:
1. Install Blackmagic Desgin Decklink SDI 4K card
2. try to send the video to the link above in 720P 60 or any other frame rate beside 525. nothing will work
3. 

What is the expected behavior?
No video  shown in the browser test page (https://webrtc.github.io/samples/src/content/getusermedia/record/) in 720p/60 only in 525. While Video 720p/60  shown perfectly on  https://apprtc.appspot.com/r/264971938 .
2. It seems that Frame rate of 50hz wont work but only 60hz.

What went wrong?
Not sure.

Is it a problem with Flash or HTML5? HTML5

Does this work in other browsers? Yes 

Chrome version: 49.0.2623.110  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0

System used: 
OS: win 7 pro 64bit
Memory: 16G
Processor:  i7
Motherboard: Asus x58 Sabertooth.

I don't know who is working on Blackmagic related items, so I'm cc'ing a bunch of folks who might know more.
I think this is by design from BlackMagic. I.e. you have to request exactly the resolution and frame rate you have configured the card in. If you change the card config you can use something else.

Every time i change the resolution, i am doing so after setting the needed resolution in the Blackmagic configuration. Still with no success.
Do you change the resolution/frame rate of your source as well?

Yes i have, all resolution/frame rate where set the same both in the source and the Blackmagic card
CC list: do we have a Blackmagic Desgin Decklink SDI 4K card to test with? If not, should we order one?
I have the 4K extreme version, but I never got it working after moving to Linux. My experience is that these cards are extremely finicky and you need to have exactly the same frame rate and resolution settings for
- Camera/Video source
- Capture card
- GetUserMedia call

For example it makes a difference if you ask for 59.97 fps instead of 60 (we actually added floating point frame rate for this card).

Marking as wontfix since in our testing, we've found that these devices require all parameters to be set exactly right, or things won't work (as per comment #9).
