Regression: Last copied URL is not seen on hitting Cmd+V keys.

Chrome Version: 51.0.2698.0 (Official Build) e834612b9e99125f7e49523559f856953cdf01ea-refs/heads/master@{#384815} 64 bit
OS: Mac

Steps:
1. Launch Chrome and copy some text like URL of chrome://help and paste it at NTP.
2. Now again copy some other URL and paste it on NTP and observe.

Actual: Last copied URL is not seen on hitting Cmd+V keys i.e First copied URL is displayed instead of Second URL after hitting Cmd+V keys.

Expected: Last copied URL should be seen after hitting Cmd+V keys.

This is a regression issue broken in M-51, will soon update other info.
