Add a shortcut key (Alt+F) to open the gear menu in Files.app |

Issue descriptionVersion: ToT OS: Chrome issue 308825 added Alt+E to open the gear menu. However, Alt+F should also be added (as the same function) to keep Files app consistent with the browser UI.
