git cl patch doesn't work when there is a binary file

Issue description

When I run git cl patch 1836453003, I get the following error message:

fatal: git diff header lacks filename information when removing 0 leading pathname components (line 5)
Failed to apply the patch

FYI, running the following (hidden?) command line

apply_issue --root_dir . --issue 1836453003 --server https://codereview.chromium.org --ignore_deps -v

and running git commit

gave me what I wanted...

This should be working now w/ Gerrit-based patches, and we're not going to do anything further for Rietveld-based patches, so, closing.
