AUTHENTIC Websites think my PC is comprimised

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.110 Safari/537.36

Example URL:
https://www.facebook.com/checkpoint/?next

Steps to reproduce the problem:
1. Connect an Android Device to PC
2. Tether to PC using USB Internet Tethering (via ADB.exe) as the ONLY internet source
3. OPTIONAL Update Kaspersky Internet Security and run Full Scan
4. Attempt to access Facebook (or other HTTPS sites)

What is the expected behavior?
Facebook and other HTTPS sites should recognize my PC and continue to let me log in.

What went wrong?
The site believes my PC is compromised via malware. I have run a full scan after checking for updates via Kaspersky I.S. 2016 and found no flaws. 
This only happens when I use Tethering over USB from my Android phone to my PC in Chrome.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? No 

Does this work in other browsers? Yes 

Chrome version: 49.0.2623.110  Channel: stable
OS Version: 10.0 Pro Insider Build 14295.rs1_release.160318-1628
Flash Version: Shockwave Flash 21.0 r0

NOTE: All attached TXT files are written in simple ANSI format.

Attached is a Windows Task Manager DMP file of "adb.exe" taken from the time of the occurrence. DMP file is split into two .7Z archives due to the 10MB file limit on here.
