CSS 3 Rounded corners are "dirty"

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.110 Safari/537.36

Steps to reproduce the problem:
1. Create an HTML element;
2. Set it border to 1px black solid;
3. Set border-radius to 15 px;

What is the expected behavior?
Smooth rounded corner without artefacts.

What went wrong?
Not smooth rounded corner with artefacts.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No

Does this work in other browsers? No IE11, FireFox 38.1

Status: WontFix (was: Unconfirmed)
The rounded corners are anti-aliased, and also match about the same rendering
you get on other browsers. No bug here that I can see.
