Chrome re-opens last visited tabs on startup

Issue descriptionSteps to reproduce the problem: 1. Open at least one tab in chrome and visit a website in it 2. Close chrome 3. Open Chrome 4. The last visited sites re-open automatically What is the expected behavior? There should be a setting to toggle this behavior. When it's off, chrome shouldn't open the pages, and should take you to the Homepage. What went wrong? Chrome always re-opens the previously visited sites, and there's no option to turn this behavior off. Did this work before? Yes It used to not re-open tabs automatically. I'm not sure in which version. Chrome version: 49.0.2623.105 Channel: stable OS Version: 5.1 Flash Version: Please make a setting for this. "close all tabs" button isn't enough.

Closing chrome doesn't close the tabs opened in chrome. Hence the last visited tabs will be seen when you re-launch chrome. You will have to close all tabs open in chrome before closing chrome so that you don't see them when you launch back chrome. thanks for the report!
