U+20B9 next to some characters (e.g. double punctuation mark) is not visible

Issue description

Version: 51.0.2686.0 canary
         49.0.2623.87 (
OS: Mac OS X 10.11

What steps will reproduce the problem?

1. In this comment box, type U+0022 (double quotation mark) and copy and paste U+20B9 ( ₹ ) right after U+0022 in the same line
2. Copy and paste U+20B9 by itself in the next line
3. Type U+022 (") and *a space* followed by U+20B9 ( ₹ )

What is the expected output?

In all three cases, U+20B9 ( ₹ ) is visible.


What do you see instead?

In step 1, only U+0022 is visible. However, the cursor movement around that indicates that a character is present where U+2022 is supposed to be.

Another way to reproduce:

Compare the above (U+20B9 NOT visible) with the following (U+20B9 visible)

data:text/html;charset=utf-8,<span style="font-family: monospace;">&#x22;&#x20;&#x20b9;</span>
