Peer connection remote stream video tag horizontally flipped on CrOS

What steps will reproduce the problem?
1. go to [1]
2. click GetUSerMedia
3. click CreatePeerConnection

What is the expected output?
The local video and the remote video (loopback) should be identical

What do you see instead?
The remote video is horizontally flipped

I also see this problem when recording a gUM stream with MediaRecorder. see https://bugs.chromium.org/p/chromium/issues/detail?id=579216
