auto-detect special duts like cyan-cheets

Issue description

boards like cyan-cheets have their board label manually entered at deployment time.  This is a problem since we auto-detect boards and as such delete all 'board:xyz' labels that are not detected.  

This bug is to figure out what to do for these platforms.  Easy short-term solution is to turn off auto-board detection so as to not delay release auto-labeling.  Long term solution can involve chromeoshwid or something else.  

First thing to do is identify all platforms like this and what we can use to identify these platforms.
 
This can't be auto-detected, because the decision to use "-cheets" is
purely a policy decision.  There's no hardware distinction between
DUTs running a build like "cyan" and DUTs running a build like "cyan-cheets".

Sounds like I need to add a special filter in the auto-label method to skip over board labels that include '-cheets' in it.

Can't think of a cleaner/better way of doing this.
