Tab Capture: Mouse visible in tab capture after tab gets reloaded

When capturing a tab, if the tab gets reloaded, the mouse becomes visible in the tab capture output.

What steps will reproduce the problem?
(1) Open Desktop Capture Example extension
(2) Open a new tab
(3) Capture the tab 
(4) Reload the tab

The mouse pointer is not visible after step #3 but is visible after step #4

It seems that whether mouse is captured depends on whether the tab gets focus. If the tab get focus, the mouse is captured. Otherwise, it will not.

Therefore a discussion to decide the mouse behavior is needed before any further action.

Is this a bug? Or, is some alternate behavior being requested here? Otherwise, this is WAI.
