Quite a few "flakes" where mac_chromium_rel_ng is purple (b/c of invalid test results in various random test suites)

Issue description

There has been a few bugs where all the supposed flakiness is "purple" infra failures.  For example:
 https://crbug.com/599796 
 https://crbug.com/599797 

I think that purple infra issues should not be reported as test flakes, so I'll be resolving the bugs above as dupes of this one.  At the same time, I am not sure how to act on these infra issues - hopefully somebody smarter than me will chime in :-)

Hmmm... actually some of these purple failures are not necessarily caused by GPU tests - for example the ones in  issue 600070 .

Looks like the original failures mentioned in the first comment are due to swarming capacity issues. However, some of the recent flakes are due to failures (non-purple), so this bug may need to be split into several bugs some of which need to be handled by infra team, others by sheriffs.

Any flake that happened at 3:35am is due to OSX's behavior, it is fixed with https://codereview.chromium.org/1871113002 which will be rolled to prod soon.

I believe the "flakes" are due to GPU capacity on swarming, and it's been temporarily mitigated by kbr@ by disabling some of the tests. The real fix is to evaluate if the GPU pool is used correctly, and most likely add more capacity to it.
