Steps to reproduce the problem:
1. Open Chrome browser
2. Turn on Talkback
3. Navigate to disabled button on webpage.like the one on this submission page.

What is the expected behavior?
Talkback should announced disabled once.

What went wrong?
Talkback announces two times.

it was reported on andriod forum.Google ticket #205380, but it was assked to open Please report all issues with Chrome and Android WebView (which is based on Chromium) to http://crbug.com/.
