Extension Bar Icon Appearance not consistent when extensions are removed. . .

Issue description

Chrome Version: 50

With the recent Chrome-OS updates, you now can see ALL of your extension icons - some in the extension bar, with the remainder visible when you click on the vertical ellipsis dots and the drop-down menu appears.

What I see is that, if you "Remove from Chrome" an extension that's visible in the extension bar, it "pulls" one from the invisible group to the extension bar, such that the number of visible icons in the extensions bar remains constant.  This should NOT be the default behavior. . . the extensions bar should only contain icons that have been expressly set as "visible" (i.e. not "Hide in Chrome Menu"), regardless of how many are removed from Chrome OS that originally were visible in this bar. . .
