500ms to show the content of the NTP

Issue description

Version: 49.0.2623.110 (64-bit)
OS: OS X 10.11.4 (15E65) (and ChromeOS/Linux, don't know about Windows.)

What steps will reproduce the problem?
(1) Create a NTP
(2) Create a second NTP

What is the expected output?
I expect the second NTP to be shown quickly.
In all other browsers (Safari, Firefox), the NTP is shown instantly (i.e. not a single frame is wasted).

What do you see instead?
The content of the NTP is shown after 550 ms (see video).

Why do you care about 550ms?
This makes Chrome feel bloated and slow.
This is the kind of stuff that you can really point fingers to and say "This is proof that Chrome is slow compared to XYZ".
