"Restore tabs" button in the "Chrome shut down unexpectedly" ribbon sometimes doesn't reopen tabs

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/47.0.2526.111 Safari/537.36

Steps to reproduce the problem:
0. Chrome option "Continue where I left off" is set, "Continue running background applications" isn't
1. Shutdown the laptop violently with Chrome open
2. Restart it, then Chrome
3. Click on "Restore tabs"

What is the expected behavior?
Reopen all the tabs

What went wrong?
Nothing happens. 

Usually if I did not click 'Restore', I can still go to "Menu -> History -> Recently closed tabs" and get the tabs back. But when the bug happens, "Recently closed tabs" option isn't available.

Crashed report ID: No

How much crashed? Whole browser

Is it a problem with a plugin? No 

Did this work before? N/A 

Chrome version: 47.0.2526.111  Channel: stable
OS Version: Debian 8
Flash Version: Shockwave Flash 21.0 r0

It is hard to reproduce, since this doesn't happen all the time.

My guess is that, just as `.zsh_history` can get corrupted, some session file get corrupted during the crash, and become wiped out as unusable.

But in that case, it would be nice that Chrome reports it, and to get more info on which file is corrupted, if I still have a chance to find my tabs back at this step etc.

Unfortunately for me, this happens pretty often as I have power management issues (laptop dies before it runs out of battery).

Unable to reproduce the issue on Windows 7, Mac 10.10.5, Ubuntu 14.04 using 47.0.2526.111, latest stable 49.0.2623.110 as per steps in comment #0.

augustin.riedinger@Could you please check the issue on latest chrome stable version and update the thread with crash id if issue still persists.

As mentioned is the issue, it is hard to reproduce as not really predictable. 

I was actually using Google Chrome when I reported the issue. I moved to Chromium after that, and since then I haven't had the issue yet.

If you'd rather close the issue, please do, otherwise I'll come back here as soon as I can reproduce the problem.
