Regression:[MD]Extra space is seen between the Toolbar and omnibox

Issue description

Chrome Version:51.0.2696.0(Official Build)39f619275ffbd984d94d17b7c5dbb01a875a38d2-refs/heads/master@{#384437}(32/64-bit)
OS:Windows7and 8 (Aero enabled)

Pr-condition:Select 'Material' option for 'Material design in the browser's top chrome'.

What steps will reproduce the problem?
(1)Launch chrome and observe the distance between infobar and 'close' button.

Actual:Extra space is seen between the wrench menu icon and close button.
Expected:No Extra space should be seen between the wrench menu icon and close button.

This is a Regression issue broken in M-49,below is the Narrow bisect information:

Good build:49.0.2586.0

Note:This issue is not seen on Windows10,Linux and Mac.

@pkasting:Could you please help to reassign if your change is not the cause for this issue.

(1) Please post full window screenshots, not things cropped so tightly.
(2) Please ensure your screenshots are not stretched.  The "expected" screenshot looks very strange.
(3) If possible, provide expected/actual screenshots on Windows 7 and/or 10, especially if either or both platforms show differences you're concerned about.  Windows 8 is the least-tested and least-understood platform for Windows issues, so unless something only reproduces there, it's trickier to resolve.

Comment 0 says "infobar" where I think it means "toolbar".

If you look at the tabstrip you'll see that this is because MD tabs are taller than pre-MD.  There's no way to shorten the tabstrip area without clipping the tabs.

This is as designed.
