The site engagement service currently clears the same percentage of engagement as URLs removed from history in that origin.

This can lead to a mismatch between engagement and history. We should impose a cap based on the last visit time and the decay rate so that engagement never ends up higher than what it would be if the user hadn't engaged with the site since the last visit.
