Add a TPM repair action for CrOS hosts

Issue description

Currently, when a CrOS host fails the TPMStatusVerifier
check, the repair procedure is a full powerwash.  In
fact, all that's required is the command below, followed
by a reboot:
    crossystem clear_tpm_owner_request=1

This is much faster and less disruptive than powerwash.
We should add a RepairAction subclass that does this, and
use it in place of powerwash, when it's otherwise reasonable.
