"analyze" is flaky

Issue description

"analyze" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If the step/test is not infrastructure-related (e.g. flaky test), please add Sheriff-Chromium label and change issue status to Untriaged. When done, please remove the issue from Trooper Bug Queue by removing the Infra-Troopers label.

This batch of flakes was caused by

and fixed in

Every build from 189184 - 189234 failed either 'analyze' or 'generate_build_files'; I would expect the only reason 'analyze' would've succeeded in the latter cases is because the recipe_module implementation of analyze short-circuited out and didn't actually call into MB.

At any rate, this was one short, consecutive outage (that lasted 22 minutes).

We might want to look over longer periods of time in order to better distinguish actual flakes from real, consistent outages.
