Not enough,and non-deterministic control over thumbnails on new tab page

Steps to reproduce the problem:
1. Go to NTP
2. read  issue 27704  
3. Weep when you realise there is no hope for humanity.

What is the expected behavior?
Allow more thumbnails, allow setting thumbnail to user-specified location, allow locking of thumbnails so they don't get bumped, allow re-ordering and fixing order of thumbnails

What went wrong?
you guys missed the basic features here.  Lots of people want this.

I know about 27704, but I can't post to it.  I already tried extensions for this, but they had other issues, and didn't upgrade along with Chrome either.

just as a bit more information to this.

I very rarely choose to remove a thumbnail.  All the times a thumbnail disappears is because of either an inadvertent deletion (I'm sure I didn't click on the cross but it's gone and if I'm lucky I notice the undo delete link that comes up below so I can rescue it) or because it gets demoted.

Using the most often used algorithm to choose what to display has a lot of problems.  If I want a new thumbnail on the page, it may take me a lot of visits to a site, where I have to type or paste the link.

Hence my comment about non-deterministic.  There's no simple single action anyone can take to get a thumbnail on there.

Maybe should just offer an option to display bookmarks as thumbnails on the NTP.
