What steps will reproduce the problem?
(1)Sign in to chrome on a mobile device and a desktop.
(2)On desktop change the encryption settings to encrypt all data and enter custom passphrase.
(3) Wait for few minutes
(4) Check the android device

What is the expected output?
Sync is stopped and a "Sync: passphrase required" notification is displayed.
The chrome setting "Passphrase required" message is displayed for the syncing account.
"Passphrase required" message is displayed in red color below encryption setting.

What do you see instead?
Sync is not stopped, observed on chrome://sync-internals page.
Did not see any "Passphrase required" message.
